Disabled iPhone

i've iphone 7plain from second hand,first it was disabled and i tried to restore it,after being restored to Itones this Iphone start new at the bigging,but the problem is,this iphone has the activation lock of the previous owner and i don't know its icloud and password,but when i tried to enter the guessed icloud,it says the Apple ID has been disabled for security reasons,can i get a helping hand to solve this problem?
