Can you view deleted text messages in i cloud?

You cannot view any messages in iCloud, deleted or otherwise. Also see the following from Use Messages in iCloud - Apple Support

You can use Messages in iCloud on your iPhone, iPad, iPod touch, Apple Watch, and Mac. For your privacy, Messages in iCloud is end-to-end encrypted,* which means you can't view or access Messages online via browser. 

The instructions in Recover deleted files on iCloud.com - Apple Support will not recover messages from iCloud (although they will help with recovering other things synced to iCloud).

If iCloud Messages was not turned on in a device when the message(s) were deleted and if there is either an iCloud Backup or a backup to a computer, the messages would be included in the backup.
