App Store

So in the App Store I’m trying to download a game I’ve had but deleted and it keeps telling me to put in my password and I do and it brings me to my billing info and doesn’t help me, and I can’t download it, any help on how to fix this problem?

It won't let me buy the games I have already had. The appstore keeps asking for a password so I give it the password then it ask for a billing address so I give it that, BUT then it just keeps repeating the same thing ( meaning I literally can't download ANY games. )
