Why wont it let me upgrade my storage?

Likely because you are using a Debit Card, which may not be accepted for buying iCloud Storage. Click the blue words in the link to see which payment methods can be used where you live.
I couldn't possibly tell you that. It doesn't say ALL credit/debit cards. I'd suggest you use the Get Support button at the top of this page and ask Apple directly. Or, if you have an actual credit card, you could add that to your Apple Wallet and try to use it.
It says "most credit and debit cards" Do you think my card isn't included in the "most" catagory? :/
After i say i want to upgrade, it takes me to this screen. How do I get passed it?
