Voicemail
Hello,
There is not an option on my iPhone to set up voicemail. In the phone app on the right bottom I see an option for voicemail messages but no where does it give me the option to set one up.

That is Visual Voicemail, see this Apple article: Check your voicemail on iPhone

Visual voicemail is not supported by all carriers.
You should ask your carrier.
You can set Carrier voicemail,
You need to turn On your carrier voicemail.
The voicemail settings are controlled by the carrier, so check via Google or contact your carrier which voicemail box (xxxx) you need to call. When you call your voicemail box xxxx, listen to the main menu/options.
An example from my carrier:
Call 12331 to turn On.
Call 12330 to turn Off.
