My iphone 8 has not been syncing with icloud it only shows 15 of my 1,868 contacts. What am I doing wrong and what do I need to do to get all my contacts to the cloud so I can get them on my new iphone 13 pro?

On the iPhone 8, go to Settings, Contacts, Accounts
On each account check if any of them have Contacts turned on.
If any of them do, then make sure the same accounts are added to the new phone with Contacts turned on.

Using a computer (my preferred method) sign into the other email accounts and export contacts to .CSV file, or if available to vCard format.
Then sign into iCloud.com and in contacts import the file.
Do not open the CSV file in Excel or Numbers or it may damage the number fields,
