That is correct. The iPhone and iPad are not designed to be paired via Bluetooth. While there are some tasks you can perform with the devices having Bluetooth turned on for each device, they do not require pairing. As imobl has asked, what are you trying to do?

What are you trying to accomplish?

Are you using the same AppleID on both?
