My iphone is telling me to restore it but it's not allowing me to do so!

You are not addressing Apple here. This is a user to user support forum and Apple does not participate here. No one here can restore your device. If you are seeing the Restore screen on your device, you need a computer to do so. See the instructions here, If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support You will need to put your device into Recovery Mode.
