The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

There may be an issue with your card or account. You can add a second payment method or contact Apple Support by going to upper right hand corner and click on Get Support:

Change, add, or remove Apple ID payment methods
