It looks like you need to adjust the app permissions on your iPhone if you would prefer for this app to no longer access certain content.
To change the content you allow apps to access, go to Settings > Privacy. You can turn off access for any app in the list from this screen.

The Wallet app can’t be removed, however, you can disable it if you turn on Screen Time. Go to Settings/Screen Time, turn it on, then Content & Privacy Restrictions/allowed Apps and turn off Wallet.
You can’t disable your phone’s built in apps from accessing each other. You can let Apple know you would like to be able to→https://apple.com/feedback.

Within settings you would not be able to disable this function. You can leave feedback for this by going to Apple Pay Feedback
Another option would be to delete the Wallet app if you don't use the Wallet app: Delete apps on your iPhone, iPad, and iPod touch
If you still have concerns, you can reach out to Apple directly by going to Get Support

Open the wallet, drain your Apple Cash balance, and delete your Apple Cash account.

The wallet app has the ability to send and receive money from contacts. Anytime you access the app it has access to your contacts to be able to complete this task, as seen here: Send and receive money with Apple Cash

There is no option for adjusting permissions for the Wallet app under Settings > Privacy. Adjusting permissions for the Contacts app only displays third-party apps but not Apple apps. Perhaps there’s a reason for this, but I just can’t understand why the Wallet app needs to access my Contacts so frequently.

At the bottom of the article, let's follow this step:
To turn off the report and delete its data, go to Settings> Privacy > App Privacy Report, then tap Turn Off App Privacy Report. You can return to this Settings screen to turn the report on again.

I have the exact same question!! Wallet has NO business accessing my contacts!
but how dare anyone question this. Sorry Lawrence Finch but we’re not all a bunch mindless sheep. Apple owes us a legitimate answer.

What is deleting the report going to do to prevent the Wallet app from accessing my Contacts all the time? I just won’t see it.
I don’t use Apple Cash or for that fact the Wallet feature at all and have the same thing happening. The Wallet is frequently accessing my contacts. Why and how do I prevent this? Also, does “removing” the wallet app icon delete the entire app from my phone?
Your response does not answer my questions. I don’t even use the Wallet, so why is it frequently accessing my contacts. I don’t want it to do that. How do so disable the wallet from accessing my contacts?

The Apple replies here do not answer or solve the issue as to why the Wallet app is continuously accessing Contacts.
This goes on all day and all night. There is no way to deny Wallet access to Contacts and the comment about deleting the Wallet app is ridiculous. You can’t delete inbuilt apps and why would you want to delete an app that is used often.
Why can’t Apple just answer the question — better yet, fix the obvious bug here.
