It there a way to tell if the Ipad pro 5th gen is setup for Verizon or At&T by the serial # or outside packaging? I want to buy on online but want to make sure its compatible. I purchase one before that was unlocked but still only compatible with AT&T.

A WiFi+Cellular model of iPad purchased directly from Apple will not be carrier locked - and can be used with any Cellular Carrier.
If instead you purchase a WiFi+Cellular model from a Cellular Carrier (such as AT&T), depending upon your Carrier Plan, the iPad may be SIM-locked to that carrier. iPad models that support eSIM may also have eSIM capabilities permanently disabled.
In summary, purchasing a new iPad directly from Apple is risk free - but if purchased from a Carrier, ask questions before parting with your money.
When ordering an iPad wifi+cellular at Apple Online Store, do not choose any carrier, and you will receive an Unlocked/SIM free device.
Then you can contact your preferred carriers and compare their offers, choosing the best for your needs.
