If charging does not fix the problem, contact Apple immediately for a return if you bought directly from Apple. If you bought through a reseller, return or repair may be on their terms. This is the Apple US return policy:

Note: I helped a friend set up a new Macbook Pro M1 13-inch and it started first try without first being charged. It arrived with about a 50% charge on the battery. I suspect you may have a more serious issue that Apple needs to address with a repair or, if you bought directly, a replacement..
