Ive reinstalled Monterey on a macbook and its stuck on the loading screen, ive removed the external drive and made sure no usb drives are in the machine and it still stuck on the loading screen

What issue were you having to cause you to "reinstall" Monterey in the first place(?) this may be a clue...
