I forgot security question.
Somebody else using my apple id.
I don't want to continue with id to having misuse of my apple id.

If you cannot log into it, you cannot complete the request to delete it. Being able to login is essential for proof that the AppleID is yours and you control it. You cannot delete an AppleID you cannot login to.
So you will need to use account recovery -> How to use account recovery when you can’t reset your Apple ID password - Apple Support or contact Apple support (link is in that support page) to regain control of your account.
