how to connect apple id to apple esign

I am trying to register my company to the MFI Program and want to sign the contract. I am not allowed to sign the contract, so I added to the MFI account my manager and when he is trying to sign the contract and he is directed to the esign he got the message "This appleID in not valid to sign the contract" What shoul I/He do to have the possibility sogn the contract for MFI Program?
