Unable to add any loyalty cards to Apple Wallet

I am unable to add any loyalty card or membership card to my Apple Wallet. There is NO option when I tap the +. It only allows me to add credit, transit, and ID cards. The card IS compatible. I tapped the add to Apple wallet button in the email and I get the message "Unable to add card". I scan the QR code and get the same message. I have had this card in the past. I can't add any loyalty card. It is an Apple issue. How do I fix it?

That was not always the case. I did not have to do this until recently. When did Apple remove this feature from Apple wallet & force users to use 3rd party apps?

Generally such cards can only be added through an accompanying app. For example, my Starbucks card is in the wallet, but it requires installing the Starbucks app first.
