Unable to add any loyalty cards to Apple Wallet

I am unable to add any loyalty card or membership card to my Apple Wallet. There is NO option when I tap the +. It only allows me to add credit, transit, and ID cards. The card IS compatible. I tapped the add to Apple wallet button in the email and I get the message "Unable to add card". I scan the QR code and get the same message. I have had this card in the past. I can't add any loyalty card. It is an Apple issue. How do I fix it?
