After updating the Mac Pro mid 2010 to accommodate an update to Mohave 10.14 via a new $$$ video card, WHY not support
another update from Mohave 10.14 to Catalina 10.15 utilizing Big Sir as the boundary between Intel and Apple Silicone?

You need a late-2013, or 2019 Mac Pro to run Catalina. If you are abbreviating MacBook Pro as Mac Pro, then you would need a mid-2012 model or later (but not Apple Silicon) to support Catalina.

Simple answer, no. Mojave 10.14.6 is the maximum OS for that Mac.
As I understand it the Microcode in the CPUs cannot be updated to cover a big security problem.
