Have you Moved Recently?:

To use in a new country/region, you need to zero-out your balance. If you zero-out your balance, then you are stuck with all purchases being lost. So, if you are just visiting, I'd just let things sit, rather than changing your location, to avoid all purchases being lost. So, contact Apple Support.

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Zero-Out your Balance:

To change the country, you need to zero-out your balance. So, purchase something that is more than what is in your account, or contact Apple Support, asking the Apple Rep to zero-out your balance. If in Ukraine, I do not see contact info here: Choose your Country or Region - Apple


Set Up a Chat Session:

So, if you cannot call Apple, then perform a chat session with them, if you want to have it zeroed-out. Ask the Apple Rep to zero-out you balance.

  1. Go to: support.apple.com
  2. Scroll Down to "Tell us how we can help"
  3. Select: Get Support
  4. Keep: selecting items until you get the chat option.
