Use the side or top button
If your device doesn't have a Home button, it has either a side or top button.
• To set up Accessibility Shortcut: Go to Settings > Accessibility > Accessibility Shortcut, then select the features that you use the most.
• To use Accessibility Shortcut: Triple-click the side or top button.
• To slow down the double-click or triple-click speed for the side or top button: Go to Settings > Accessibility > Side [or Top] Button, then change the setting.
If that isn't what you're looking for assistance with, provide more details for a better understanding.
Cheers!

Use Apple Pay in apps, App Clips, and Safari on iPad - Apple Support -- According to this page of the iPad User Guide, you should already be able to double-click the top button, then authenticate your identity using FaceID in order to use Apple Pay. You’ll find the information under "Pay in an app, in an App Clip, or on the web"
Is it not working as expected?
All the best.
ollinovaj,
Were you able to attempt the steps listed in our previous response for setting an Accessibility shortcut? If so, and you're continuing to have issues, we suggest you contact Apple Support.
Take care.
Is it possible to set a double-click function on the iPad 6 mini's top button (similar to an iPhone and how its double-clicking of the lock button accesses your wallet)?
The fine print highlighted below the CLICK SPEED mentions double click, but I'm unable to find where I select the function.
