If you delete data from iCloud then it also gets deleted from all of the devices that are signed on with the same Apple ID. The reverse is also true. Anything that is deleted on your iPhone is deleted from iCloud as well.

If you want to save some space on iCloud then you can control what gets backed up from your devices. To do this, open Settings ➡️ Apple ID (Your Name at Top) ➡️ iCloud: Here you can see what is getting backed up on iCloud. You can scroll down and turn OFF items that you do not want to backup that may be taking up more space than you like on iCloud.
