You have a lot of apps and Whatsapp is taking a big chunk of app data.

If you really need the history on there then you need a bigger phone. Trying to divert Whatsapp to iCloud is not possible.

If Whatsapp is not business related you could uninstall Whatsapp and the whole lot would disappear into the ether forever.
