If this is about the AppStore and iTunes Store Account, follow the steps in this article and contact Apple Support:

If a message says 'Your account has been disabled in the App Store and iTunes'


In case this is about your Apple ID, check this one:

If your Apple ID is locked or disabled - Apple Support
