Reinstalling an offloaded app

Why is it whenever I try to reinstall a offloaded app, it says “verification required” and it just won’t let me reinstall.

iPhone 6s Plus, iOS 12

You need a valid payment card in

Settings, your name, Payment & Shipping to install any app from App store, even free ones, even re-installs.
