Because you don't have it set to do so? Because the iPhone is using a different Apple ID that the iPad? Because the app you bought is not available for iPhone? Without any details it's hard to say.


Check that the iPhone and iPad are using the same Apple ID for the App Store, and that the app is available for iPhone, and then if all that is correct, on the iPhone go to Settings->App Store->Automatic Downloads->Apps and make sure its turned on.
