I recently received a new iPad Air 5 and in setting up I used the same 4 digit passcode that I setup my iPhone 13 with. now trying to setup iCloud on iPad I am getting message (Enter the passcode for your other iPhone , not the passcode for this iPad) Help please

And you were not asked for the code second time around?
When I setup the second time I knew to use a different passcode and everything went well
Good, that is normal security. I use the same passcode on all my devices so I doesn't really matter which one it asks for!
