Can't remove a card from my Apple ID

I'm trying to remove the card from the device, it says: there is one active subscription, although there are no subscriptions😠

not letting me delete card i’m trying to download things and it won’t let me without a verification and to see my payment method. i put it in my password and it says failed as if i’m trying to buy something and it was declined. i tried deleting my card off my phone and my ipad but both say there is a subscription active on the device. i checked, there isn’t.
