trying to download

How to download using a MacOS Catalina. I went to system preferences, Security & Privacy, General and where it says allow apps...I only have two choices.

App Store or App store and identified developers.

Is there supposed to be a third choice to allow a download that isn't from the app store ?

I'm new to this

No third choice, the two choices are the correct options.
