Welcome to Apple Support Communities. In order to approve your device, you need another device signed in to iCloud with your Apple ID and password. Do you have access to a Windows PC? If so, you can download and set up iCloud for Windows. This will allow you to approve your Apple device using iCloud. Get started with the steps here
