I have system photos library on external hard disk. I have "download originals to this MAC" selected in preferences for Photos. Where are these "downloaded originals" located? on the external HD or the MAC HD?
When I check MAC HD memory using right click, "manage memory" it shows 143 GB being used for pictures (about the size of my photos library) even though the system Photos library is on the external hard disk.

Photos are stored inside the library package. It may be that manage storage is counting the system library even though it is not stored on your system drive. Or have you left a copy of the library on your system drive? Or do you have a migrated iphoto library that is linking to the photos in the system library?
To find out where my space is used, I use disk inventory X
Which gives a graphical and hierarchical list view of the space used.
