set up icloud family share without owning a MAC device

I have an icloud account from past MAC usage and a daughter with an iphone, I would like to let my daughter share my space, but I do not currently have a MAC device to "setup" family sharing. Is there a way to do this?

Do you have an iPhone, iPad, or iPod touch?

If not, then you won't be able to setup Family Sharing to share the iCloud Storage.
