I have a museum membership card that was emailed to me with a QR code. There is no option in email to add to the wallet, and when I go to the wallet and hit the '+' button, it only shows add credit cards, transit cards or apply for the Apple Card. This is on a new iphone 13; the same membership card worked previously on my old iphone 8.

First, make sure your iOS is fully updated:
Update your iPhone, iPad, or iPod touch
Next, do you have another device you could access that email from and scan the QR code with your iPhone to see if that will add it?
