How do I reset my Apple ID password from another device WITHOUT sending a confirmation code to the LOST iPhone? Is there anyway I can send a confirmation code to an email address or other accessible iPhone?

Change your Apple ID password - Apple Support
If you forgot the Apple ID (iCloud) password, enter the Apple (iCloud) ID, and click Forgot Password. See if you can get a Rescue or Notification email option. Link to contact Apple Support at the end of the 2nd article.
