iCloud Drive Stuck Downloading and Uploading

iCloud Drive is stuck at downloading and uploading small files. I recently noticed that it took longer to upload. Even the files are only MB. I tried compressing a folder so it would trigger download and upload but it got stuck as well.

MacBook Air (2020 or later)

iCloud Drive download icon won't go away I just started using iCloud Drive on my M1 Mac (Ventura) and it seems to work great, except the cloud icon with the down arrow indicating that my files are only in the cloud will not go away. All of my files are downloaded - when I click the cloud icon, nothing happens. Ideas?
