Trouble accessing Macbook Air.

I can't access my Macbook Air. I seem to have forgotten the password and every guide I look up to help recover or reset the passcode shows this pop up notification that asks that you have forgotten the passcode. For whatever reason I'm not getting this. It won't allow me to use my Touch ID and every other method to the Command+R keyboard shortcut won't work and the screen doesn't have a sleep mode or power button. I'm stuck and at my wits end with this thing. Can I please get help with this.
