The iTunes Store appears to be broken for those without an Apple Music subscription.
In another thread there's the answer to search like this:
I don't have those three options in the top right. I only have search on the left. Whilst I can still click on iTunes in the left menu, I just get to the front page of the iTunes Store and have no means to search it.

They didn't forget. I don't subscribe to Apple Music and it does work for me. One person who recently had the same issue found that it was because the area at the right of the screen was covered by the lyrics option; playing next will also hide that area. If either of those is on, go to View Menu and click Hide Lyrics or Hide Playing Next.
If none of the above helps, there is a Get Support link at the top right of this page to contact Apple support.

One possibility -- the choice for iTunes Store on the top right does not appear until after you click in the search box at the top of the sidebar.

May I ask what OS version you're on?
On my laptop running 10.15.7 (Catalina), iTunes is working as expected with the option to search in various places.
On my desktop running 12.3, those options are missing in the Music app.
Bizarre. I left the computer for two days and now it's working. Sorry that I have no greater insight into it.

It doesn't appear after I search.
It's as though Apple have forgotten to test the iTunesStore for those who don't subscribe to Apple Music. I've no means to search the iTunesStore.
I'm on 12.3 and the search options are there.
