System Preferences >Network > WiFi > Advanced > Proxies > Under "Select a protocol to configure"

Turn off any Proxies selected by clicking the check mark.

Click OK and then Apply.

The first thing you should know is that Safari cannot be removed. It is installed as part of the computer's operating system. You will find it in the Applications folder. You can drag its icon down to the Dock to place an alias there for easy access. Second, you have lost your access to the internet. This is an unrelated problem.
