I just started using Adobe Photoshop Elements 2022. It has great editing features (that work much better that the ones found in Photos.) Right off the bat the Photoshop program is offering to organize all of photo files. Of course they are already somewhat organized in Photos, but do you recommend I allow Photoshop to organize my 25,000 photos?

You need to make a choice: Pick one horse and ride it. either Photos manages your photographs or something else does. There is no sensible or good way to do the job with two applications.
If you opt for Elements for the job then you'll need to export your images from Photos to the Finder and then proceeded from there.
If you opt for Photos for the job then you can continue you use Elements as an editor.
Stick to Photos. It has a raft of extra features that facilitate organisation, searching and managing your Photos. Elements has a file browser tagged on.
Your best bet is to try it out. Export a few months worth of recent photos, and try to use PSE to work with them for a few weeks. It is the only way to find out which app you can work best with - by trying it.
There is no point asking someone else to tell you - how it works for you will be different for how it works for others.
Thank you for your reply. I already knew I did not have to allow PSE to organize my photos in order to use the editing features. However I was hoping to get a recommendation. Is it better to have my photos organized in PSE? Is that what you use? What is your experience with PSE? Thanks.
I prefer Photos, it seems to have better self-organizing tools than Adobe. But of course, YMMV.
