Apple ID

Since I am still getting emails forwarded from my old email address is it okay to go ahead and change Apple ID to new email on both iPhone and iPad?

You can change your email address for your Apple ID at any time. Wether you receive emails to the old email account or whatever is going on with the old account is not really relevant to the change of email address for the Apple ID.

The only requirement is that you know the current password for the Apple ID. At that point wether the current email address can receive emails or not or is forwarding emails to another, is not relevant.

If you don't know the password, then the current email address being used as the Apple ID must be able to receive emails if only to be able to reset the password and regain access to the account.

Your Apple ID has no physical ties to the email address it uses except when it's an iCloud address.
