PDF showing as a grey screen on Safari

Is there a solution to Safari v. 15.4 displaying PDFs as a grey screen? It also will not allow me to download nor open them in Preview.

MacBook Pro 13″, macOS 12.3

Hello NotNox-1,

If you're unable to view, download or open a file, the first thing to check is if you turned on restrictions.

Go to System Preferences > Screen Time > Content & Privacy, and see if that is currently turned on. If it is, turn if off then test out if you're able to access that file.

Use Screen Time on your Mac

If restrictions are not enabled, then you'll want to test the computer in safe Mode. Safe mode will help to isolate if the issue is being caused by any third party software and also does a system check to fix any errors. Here's the steps to start in that mode: How to use safe mode on your Mac

Once it's loaded in safe mode, test it out and see if you're able to access that file. To exit safe mode just restart the computer.
