If you are running iPadOS 13.4 or higher, you can reset the Restrictions Passcode, by following the directions in this link --> If you forgot your Screen Time passcode - Apple Support
If you have an older iPad, not running iPadOS 13.4, you can erase it using the same directions for a forgotten iPad Passcode --> If you forgot your iPad passcode - Apple Support
