card activate

Card won't activate. It's been quite the experience giving apple a try. Purchased i pad on website month went by supposed delivery date no update no customer service so I cancelled it. Purchased a phone to pick up at store 35 miles away only to be told the phone would not scan, I left empty handed. Now services are down cant activate card. Is apple always this terrible? I've received better service at WalMart.
