You have an iPhone 7 and therefore will have to use a Wi-Fi Network to continue to backup to iCloud.

Cellular Backup to iCloud is available on iPhones 12 and iPhone 13 with 5G service and iOS version 15.x installed.

No. iCloud is a service provided through Apple.

Cellular Plans:

Your Cellular provider may have their own cloud storage program/plan to sign up for.

Do you mean you want to use cellular data to make backup in iCloud? If so unfortunately you can’t do that you need to connect your iPhone with Wi-Fi network!
