caps lock change language but it also switch to uppercase

"To check your settings in Input Sources preferences, choose Apple menu > System Preferences, click Keyboard, then click Input Sources." From here you can check what the current setting for "Use the Caps Lock key" is set to. The guide page here: Write in another language on your Mac also has the details to help check your settings.

Should the issue remain, test in a new user account to further isolate. Set up users, guests, and groups on Mac

I can't duplicate this on my machine, it's definitely odd.

Could you verify whether you have the same problem with other keyboards where caps lock can be used, such as Greek or Hebrew or Russian?

Also does this problem occur in all apps including Safari, Mail, Message, TextEdit, Pages?

As suggested earlier, try a new user account.

Are you getting uppercase in the language which you switch to?
