How do I notify the email of the apple id that I found a lost iphone?
Trying to return a lost iphone to user. There is no emergency medical id. It asks for a PUK and seems to be on "start" so I can't unlock

Short version: you can't.
There is, ostensibly, no way to identify the owner of a locked phone.
If the owner has entered their medical ID information (including emergency contact numbers), that's fair, but since they haven't, there is no way to identify the owner.
