Welcome to Apple Support Communities. If you have more space in iCloud than you need, you can downgrade or cancel your iCloud+ plan on your PC as follows:
Downgrade or cancel on your Windows PC
-Open iCloud for Windows.
-Click Storage.
-Click Change Storage Plan.
-Click Downgrade Options.
-Enter your Apple ID password, then click Manage.
-Choose a different plan.
-Click Done. Can't click Done?
