If you have added the right Device and are on iPhone 13 pro there is no touch ID instead they have face ID.

It should have come up to set up when setting up device but go to settings and click Face ID and password then it should be pretty straightforward from there

Good catch … I was assuming - perhaps erroneously - that the OP had a new SE … as nothing in the thread as-displayed on my own device (iPhone Xs) reflects the model of his device.
