I have money in my Apple ID but it says insufficient funds

Thanks for getting back to us. You may still need to have another Apple ID payment method on file, but your Apple Account balance will always be used first: Change, add, or remove Apple ID payment methods and If you can't remove a payment method from your Apple ID.

Did you allow for sales tax? If you are purchasing a book for 9.95 you wouldn’t have sufficient funds.

Let's see if this helps out:

"If your Apple ID balance seems incorrect

• If you think that your Apple ID balance is incorrect, sign out of the App Store or iTunes Store. Then sign in and check the balance again. 
• If you still think that the balance is incorrect, check your purchase history to see whether you bought an item or a subscription renewed."

We found this in Check your Apple ID balance. You'd want to follow each bullet point. We're suggesting these steps just in case the balance you see isn't correct.
