Apple ID and music

I gave my daughter an old iPhone of mine. We take it to a cellular provider and got her her own phone number. She signed in with her own Apple ID. When wanting to download music recently to her phone she got this message “you must transfer this device to your Apple ID to play content saved offline. You will be unable to transfer this device again for 90 days.” 1. What does she do? 2. Is there something I need to do because it was my phone in the past?
