Better confirm with the seller face to face or by screenshot to see if the entire iPad is reset and with Find My iPad turned off so that you can insert your Apple ID upon you receive the second hand iPad.
On the other hand, if it is economically affordable for you to buy iPad with either Educational Store or official Refurbished Apple iPad, it is always the best to buy iPad from official ways, since it definitely will be able to use and enjoy the iPad from the moment you open the box :)
