I need to edit my method of payment

I need to edit the payment method , I can’t change the country in original billing address , the previous credit card in Apple record is cancelled as I live in another country now . I have only 2$ credit as I had always kept credit in my apple account . I can’t change to new card and new country as I have some credit . What to do !!!
